Pick Up After Your Pet

Pet waste is litter. Pet litter is full of bacteria, parasites and other harmful organisms. Improperly disposed of pet waste washes into local water systems impacting us all. Please pick up after your pet, it's the law.

On recent Association inspections there has been a large amount of dog feces noticed throughout the communit, Especially, in the dog park where there is 3 dog stations located with 20ft of each other. Please take a moment to clean up behind rover. Any surprizes left behind are harmful to our community and costly to the Association.

Also, please note that leash laws should be adhered to throughout the community. The Association will be cracking down on these offenses due to numersous complaints.

Please be considerate and protect your neighborhood.

The primary purpose for conducting the Annual Meeting is to comply with the requirements of the Association’s By-Laws to conduct such meetings and for the Board of Directors, and applicable committee chairs, to present information and reports to the general membership. Dear Homeowners,

As many you are well aware of there are alligators that make there homes in community ponds down here in South Carolina. I know many of you may not be aware of the safety tips when dealing with an alligator, so i wanted to forward you the following information. Please take a look at this information and always feel free to report any alligator activity in your neighborhood to your HOA for further review.

- Closely supervise children when they are playing in or around water. Never allow small children to play alone near water.

- Leave alligators alone. State Law prohibits the killing, harassing or possession of alligators. Please report any of these types of activity to the local authorities immediately.

- Never feed or entice alligators- it is dangerous and illegal. When, alligators overcome their natural wariness and learn to associate people with food.

- Inform other that feeding alligators is illegal and creates problems for others who want to use the water for recreational purposes.

- Be aware of the possibility of alligator attacks when in or near fresh or brackish water bodies. Attacks could occur when people do not pay close enough attention to their surroundings.

- Alligator's are the most active between dusk and dawn.

- Dispose of fish scraps in garbage cans at boat ramps or fish camps. Do not throw them in the water. Although you are not intentionally feeding alligator when you do this, the end result can be the same as feeding.

- Do not allow the pets to swim, exercise or drink in waters that may contain alligators or in designated swimming areas with humans. Dogs are More susceptible to being attacked than humans because dogs resemble the natural prey of alligators.

- Never remove an alligator from its natural habitat or accept one as a pet. It is illegal and very dangerous to do so. Alligators cannot become tame in captivity, and handling even small ones can result in injury.

- Observe and photograph alligators only form a distance. Remember they are an important part of South Carolina's natural history as well as an integral component of freshwater ecosystems.

- Seek immediate medical attention if bitten by an alligator. Alligator bits often result in serious infections.

On Street Parking: On Street Parking is not permissable in Tranquil Hill. This rule was established in your CC&R's to protect our children and to create safe passage for emergency vehicles. Please take the time to park in a proper spot to protect your community.

Door to Door Solicitors

Charleston residents are reminded to be aware of door-to-door sales
people, particularly “magazine sales”. Usually the concerns about these
individuals are property / financial-crime related.

Tips:
1. Post a NO SOLICITING sign on your front door, and maybe another in
the yard. (One at the front of the neighborhood is not enforceable)
2. DO NOT Open the door to any strangers
3. If someone claims to be from a utility or law enforcement, Request to see
ID (through window) and look for an official vehicle.
4. If they are “selling” anything, know that it is perfectly fine to tell them you
are not interested, to please leave
5. If you are interested, request to see their Peddler’s Permit from the City of
Charleston (again through the window - see example below)
Know that solicitors are probably breaking the law if they do any of
these:
1) Knock IN SPITE of a NO SOLICITING sign
2) Do Not have a City Peddler’s Permit with them(and their company is to
have a Business Permit)
3) Tell you the magazine sale can be donated to be delivered to a charity
(like the Boys & Girls club, etc)
4) If they use ANY High Pressure or Intimidation or will not leave

Board Meeting: March 23,2011, at 135 W. Richardson Ave. Summerville, SC, 6:30 pm

Driveway Extensions: The Association would like to remind all homeowners that driveway extension are being approved on a case by case basis. If you would like to extend your driveway please fill out an ARC application along with a copy of your surveyor's plat diagraming the extension. Please note that driving in your grass or parking in your grass is a violation, so please consider this option if you are having problems fitting your vehicles in your driveway.

Pool- Pool will be open May 1st and pool codes will be mailed out prior to all members in good standing with the Association.

Pool Committee: The Board would like to put together to put a Pool Committee together for the upcoming season. The pool committe will help put together the necessary rules and regulatons, help inspect the pool ocassionally, give suggestions on safety, and help build a healthy social enviroment. Irrignation- The Associaton would like to remind everyone that each homeowner is responsible for thier own irrigation system. Soon the heat will arrive and these systems will need to be up and running. Please make the necessary checks on the system now to make sure it is working properly. Quick Update:

Thank you to all those that were able to attend the recent budget ratification meeting. The budget was approved and this year's monthly assessments will remain at $150 a month. If you need a copy of the budget summary please make your request to Aaron Hettesheimer at Aaron@cmgcharleston.com.

Reserve Study:

The Board has and will continue to review the recent reserve replacement study performed on the Association. Soon the Board will be looking for feedback from the homeowners through a survey. Please take a few seconds to review this information and return any requested information.

Driveways:

Most of you know that the driveway designs on many homes fail to hold two larger vehicles. Please note that parking in the street, lawn, and landscape is not permissable according to the governing documents. The Board would like to inform you that driveway extentions are being granted on a case by case basis. If you would like to extend your driveway please submitt an ARB application with the dimensions drawn out on a surveyor's plat.

CHRISTMAS and HOLIDAY SAFETY

Christmas and the holidays are an exciting and busy time but with all the joys of the holiday season come potential safety hazards that can cause injury or even death. Help prevent injuries at Christmas and during the holidays by following these tips:

Christmas tree safety begins with the selection and purchase of a fresh tree. When buying a live pre-cut tree, make sure the tree is still alive and healthy. A fresh tree is green, needles are hard to pull from the branches, and when bent between your fingers, needles do not break. Pull on the needles. The trunk should be sticky and the limbs should be very flexible. Lift the tree and bounce the cut end on the ground, if a bunch of needles come tumbling off, it isn’t a safe tree to take home.

When you get the tree home, cut off the bottom two inches of trunk to expose the fresh wood. This will create a fresh, raw cut for the tree to soak in water, allow for better water absorption and helps keep your tree from becoming a fire hazard.

Keep your tree well hydrated. Keep the water in the stand well above the fresh-cut bottom of the trunk.

Christmas trees dry out with heat, so place your tree away from heat sources such as fireplaces or heater vents.

When purchasing an artificial tree, look for the label “Fire Resistant”.

Unplug the lights and decorations when you are not home.

Check each set of tree lights for frayed wires, broken bulbs and loose connections.

Never run electrical cords under the carpets or rugs, over nails or in traffic areas.

Before using lights outdoors, check labels to be sure they have been certified for outdoor use.

To hold lights in place, string them through hooks or insulated staples, not nails or tacks.

Never pull or tug lights to remove them.

Plug all outdoor electric decorations into circuits with ground fault circuit interrupters to avoid potential shocks.

In homes with small children, take specialcare to avoid decorations that are sharp or breakable, keep trimmings with small removable parts out of the reach of children to avoid the child swallowing or inhaling small pieces, and avoid trimmings that resemble candy or food that may tempt a young child to eat them.

Remember that mistletoe, holly berries and Christmas cactus are poisonous if swallowed.

Use care with “fire salts”, which produce colored flames when thrown on wood fires. They contain heavy metals that can cause intense gastrointestinal irritation and vomiting if eaten.

Do not burn wrapping papers in the fireplace. A flash fire may result as wrappings ignite suddenly and burn intensely.

Dear Homeowners,

As the Thanksgiving and Christmas season approaches, the Charleston Police Department wishes to assure you and your neighbors that we are taking measures to combat and prevent the normal increase in criminal activity which occurs this time each year. We also wish to stress the importance of citizens doing their part to protect themselves by not presenting opportunity-criminals with the chance to ruin your holiday.
Additional officers will be on high-visibility patrol around shopping areas, banks, and the like. They will also be available to provide bank escorts for businesses that request them.
A particular problem this time of year is theft from automobiles and residential burglaries. These are the most preventable crimes. If citizens remove the opportunity, the crime is less likely to occur, and some types cannot occur at all.

While Shopping or Going Out:
• Secure valuables out of sight in your trunk. BUT, Be aware that many cars now have fold-down seats or a remote trunk release inside the car. These conveniences make your trunk vulnerable to thieves willing to break a window.
• If at a mall or a shopping center, periodically go to the car and lock away purchases so they will not “disappear” when you put them down trying-on clothes or at the food court.
• Safeguard your purse, wallet, bank cards, and personal information. Identity thieves thrive in this environment.
• Keep close tabs on your children while shopping. With so many people it is easy for them to become lost. Make sure they know their full name, your full name, address, phone, and your cell or pager number to reach you if you get separated.
• Be aware of your surroundings going to your car, going into and out of your house, and while at the ATM.

At Home:
• Make sure to keep doors and windows locked.
• Turn on outside lights at night.
• Report persons or vehicles roaming your neighborhood, day or night so police may check them. They may be simply looking at Christmas lights, or they may be “casing” houses to burglarize.
• Place your tree where the gifts will be less visible from outside. Thieves like window-shopping through your windows.
• After Christmas, don’t put the empty boxes out on the curb. This makes it easy for burglars to decide which houses to burglarize (ie: new computers, TVs, electronics, video games…). Break down boxes and put them in the trash, making sure to save all paperwork. Also remember many electronic devices require original boxes for warranty repair.
• Immediately make an inventory listing the model and serial numbers of new items (and old ones if you haven’t already) and engrave personal markings on them

If Leaving Home (On a trip or just for a little while):
• Make it look like you are still there.
• Timers on exterior lights, interior lights, and TVs will help make it look like you are home. Don’t leave an answering machine message saying you are gone, in fact turning it off would be better.
• Double check all doors and windows, including second floor and basement. The doors should have dead-bolts; key locks for windows are also available.
• Have the neighbor pick up mail, papers, and ads, put out your trash can, and park in your driveway. Give them emergency and cell numbers to reach you.
• Call the police department to request a periodic residence check (“Keep-A-Check”) while you are away. (CPD Dispatch 577-7434)
• When you return, look around outside first. If you see any evidence of a break-in, do not go inside. Go to a neighbor’s house and call police. The burglars could still be inside.

While traveling: THINK SAFETY
• Before you leave, inspect the car for safety (lights, belts and hoses, fluids, wipers, tires-both wear and air – DON’T FORGET TRAILER LIGHTS).
• Pack expensive items in the trunk, or under coverings to keep them out of sight.
• Pack safely. Items stacked in the back of a van, wagon, or SUV will become 60mph missiles in a crash! They also block the driver’s view. Items secured to the roof greatly alter the vehicle’s handling in wind and emergency maneuvers.
• When you stop, take the keys and lock the doors. This applies all of the time, at home and away. An unlocked, running car invites a thief.
• Use a CLUB or other device when parking for the night or at shopping centers Keep doors locked while driving. It adds strength in a collision.
• Use seat-belts and child restraints properly.
• Be careful with bank, gas, and credit cards.
• Take regular rest breaks.
• Never send your children into restrooms alone.
• Store money in separate places to minimize loss or theft.
• Stay on roads you know and take maps, cell phones, and chargers, as well as safety items like blankets, flashlights, jumper cables, a jack, and a good spare tire.
• Drive carefully- better than those around you. You need to get there alive!

Have a wonderful holiday season. Remember, most crimes and accidents are preventable. Officers are working hard to locate and stop crime, but everyone must do their part to lower their risk.

Halloween Safety

TIPS FOR TRICK-OR-TREATERS
Carry a flashlight with you for visibility.
Always stay in a group with an adult!
Never enter a stranger’s house or car for a treat!
Always walk on the sidewalk. If there is no sidewalk, walk on the grass away from
the street.
Look both ways before crossing the street and if you are wearing a mask take it off.
Wait until an adult can check your candy before you eat any of it.
Only accept treats from neighbors or friends you know!

TIPS FOR PARENTS
Plan costumes that are bright and reflective! Consider adding more reflective tape to
costumes + trick or treat bags. Always carry flashlights.
Masks can limit or block eyesight, consider makeup or cut the mask eyeholes bigger
so they can see. Remind children to remove their masks to cross the street!
We recommend that children do not use props like guns, knives, or swords.
However, if they are used, make sure they don’t look real!
Clear hazards from your property. Remove obstacles such as flower pots and garden
hoses, so children won’t trip on them rushing from house to house.
Remind your children not to eat the candy until an adult has checked their treats!
Your child’s school may be having a Halloween party. Call the School and ask.
Please explain to children the difference between tricks and vandalism.

TIPS FOR BUSINESSES/MOTORISTS

Heighten your awareness and be cautious of purchases that may have the potential
to cause personal injury or property damage – such as paint ball guns or large
quantities of eggs.
Drive slowly and cautiously through your neighborhoods. Remember children may
not look before crossing the street.
Please report any suspicious activity immediately to the local law enforcement agency. As
always in an emergency call 911. Have a Safe and Happy Halloween!

- Parking, Parking, Parking- Please rememeber that parking on the street is not allowed with in the Tranquil Hill Association. This no parking rule is to ensure that the neighborhood is safe for our children, to have free and clear emergency acsess, and to keep the asthetics up.

-Board Meeting notification- A sign will be placed at the front entrance of the community a couple of days prior to a Association Board meeting. This sign will not have the time and place on it, but instead it will direct all homeowners to the HOA website at cmgcharleston.com. On the website the time and place will be posted. Remember, Board meetings are private meetings held in a public forum. Homeowners will have a oppurtunity for a Q and A at the end of every meeting.

Do You Know Where Your Association Documents Are?

When you bought a home in our community, you should have received copies of all our governing documents—including the rules and regulations—prior to or at closing. Sometimes these documents get lost among all the other papers you received at closing. And many homebuyers are so involved moving into their new homes, they don’t take the time to read all the fine print.
As a homeowner, you have a right to these documents; so, if you don’t have copies for any reason, let us know, and we’ll provide them to you.
Of course, it’s your responsibility to provide the association with your current address and phone number (particularly nonresident owners). This enables us meet our obligation to provide all owners with information from the association.
It’s very important to have copies of the governing documents because you’ll be expected to know and comply with all rules and regulations of the community. You’ll also want to stay informed by reading all materials provided by the association.
It’s our responsibility to make these documents—the bylaws and the covenants, conditions, and restrictions—as understandable as possible, so if there’s anything you don’t understand, please let us know. We’ll be glad to clarify any confusing language or give you other materials that answer your questions.
That old expression—ignorance of the law is no excuse—isn’t exactly our motto, but it’s close.

Why Must the Association Approve My Fence?

Although the association may sometime seem like Big Brother when you want to build a shed or put up a fence, our design review program is actually a benefit—not a burden. The association’s design standards are based on harmony with the overall community, consideration for neighbors, and high-quality construction practices. The design review program exists to maintain, protect, and enhance the value of your property, and it strives for a balance between individual rights and the good of the entire community.
While association members have the biggest stake in property values, others are also very interested in seeing our community well maintained and looking its best. Builders’ reputations and lenders’ financial support are closely connected to the community. Also, public officials have an interest in maintaining and enhancing the community since tax revenues depend on property values.
The association tries to notify new members of its design review requirements as soon after they move in as possible. If we missed you, or if you need another copy, please contact the manager or any member of the Design Review Committee. Also, be sure to consult the Design Review Guidelines if you’re considering any type of exterior design change. These guidelines contain everything you need to know about the approval process, design requirements, and the association’s basic design philosophy. The guidelines even list the changes don’t need to be approved.
The design review committee makes every effort to process applications fairly, reasonably, and quickly. And we trust the same can be said for how we handle alleged violations—most of which are resolved easily.

 Advising association members on their improvement projects.
 Monitoring construction projects and changes; ensuring they comply with the approved proposal.
 Touring the community periodically to verify and identify design violations.

HOMEOWNERS

GENERAL GLOSSARY OF TERMS & INFORMATION:

Tropical Storm Watch – Conditions are possible in the specified area of the watch within 36 hours.

Tropical Storm Warning – Conditions are expected in the specified area of the warning within 24 hours.

Hurricane Watch – Conditions are possible in the specified area of the watch,usually within 36 hours. During the “watch” period, prepare to take
immediate action to protect your family and property in case a “warning” is
issued.

Hurricane Warning – Conditions are expected in the specified area of the warning, usually within 24 hours. Complete all storm preparations and
evacuate if directed to do so by local officials.

Short Term Watches and Warnings – Provide detailed information on specifichurricane threats, such as tornadoes, floods and high winds.

Public Advisory – Issued by the National Hurricane Center and provides criticalhurricane warning and forecast information.

Tropical Cyclone Forecast/Advisory – Issued by the National Hurricane Centerand outlines the meteorological reasoning behind the warnings and forecasts.

Strike Probability Forecast – Provides a measure of the forecast track accuracy.The probabilities have no relation to the tropical cyclone intensity.

Hurricane Local Statements – Issued by the National Weather Service and givegreater detail on how the storm will impact your area.

Short Term Forecast – Provides updated information on what the weather willbe over the next few hours in the immediate area.

AN IMPORTANT NOTE:
All public safety operations in the field will cease once the winds reach a sustained
speed of 60 mph. These conditions are risky to the safety of law enforcement, fire
and EMS personnel. If you have an emergency during this time, if you are
stranded by rising water or if you have chosen to ignore the evacuation notice
and then change your mind, once the winds reach this thresh-hold, public safety
personnel are not going to be able to assist you. However, the Emergency
Operations Center (EOC) will remain operational and as long as you have
telephone service, information can be received from the EOC to help you until
someone can reach you after the winds calm down. WAITING TO LEAVE MAY
JEOPARDIZE YOUR LIFE AND THE LIVES OF OTHERS. Once the wind speed
reduces to below 60 mph, public safety crews will once again respond to
emergency call.

YOUR OUR HURRICANE PLAN:

Have a practice drill to determine what everyone’s responsibility will be to Educate all family members in CPR and other first aid measures.

Teach children how to use a fire extinguisher and when & how to call 911 for
emergency assistance.

Check all fire alarms, smoke alarms, etc. for proper operation.

Determine what the criteria will be as to whether you evacuate or stay in your
home.

Know your evacuation routes and determine which route you will use should
an evacuation order be issued.

Determine in advance your evacuation destination. If you will not be staying
with a friend or family member, make hotel reservations at this location as
soon as a “watch” is issued. Remember, that during an evacuation several
towns may be evacuated at the same time and hotels will fill up quickly in all
surrounding areas. Reservations can be cancelled.

Make a decision about vehicles. If you have more than one vehicle and will
not be taking all of them with you determine where the other vehicles will be
left during the storm.

Make a decision about boats and other recreational vehicles.

If you have pets, determine whether they will evacuate with you or be placed
in a shelter.

Have a list of phone numbers, such as family members, doctors, employers,
insurance company’s, etc.

Make arrangements for extra cash on hand.

Catalog all personal items NOW. Include description (brand name, model
number, age, purchase price, place of purchase, etc.) Take a picture of
everything and make two copies of the pictures and lists. Keep one copy with
you and send the other to a relative or friend out of town. Never give the
insurance company the only copy.

Have a secure place for all valuables & documents that you will need to take
with you, such as birth certificates, property deeds, insurance policies, etc.

Determine an out-of-town person who can be a “point of contact” to
communicate messages if communications are down for an extended period of
time.

Prepare and maintain a “Hurricane Kit” (a list of recommended supplies is
included). It is recommended that you have approximately 7 gallons of water
for each person and food supplies for a minimum of 2 weeks.

Check all flashlights, battery operated radios & TVs, and other supplies in your
“Hurricane Kit” for proper operation.

Evaluate your home to determine if you can make improvements that will
provide better protection. If you have an older home, getting a professional
opinion about updated building codes, etc. may be helpful in determining
beneficial improvements.

You should also review your insurance policy, with your agent, to determine if
you need to make any coverage changes. Be sure to ask questions about
coverage for updated building codes, demolition coverage for an undamaged
portion of your home, flood coverage, understand your coverage and
deductibles, clarify any exclusions, verify that in the event of a complete loss
you will have the coverage you need to re-build, ask what you will need to
prove a claim, find out what their procedures are relative to immediate
protection of the home following a loss, ask who to contact immediately
following the storm and get phone numbers, how long you may expect to
wait for an adjuster, how contact will be made in the event that all
communications are lost for a period of time, and any other questions that
you can think of. Preparing now will make the claims process much easier and
less stressful for everyone.

Obtain and prepare plywood, plastic, shutters or other protective provision
for windows & doors. Install and inspect the covering in advance of an
emergency to insure proper fit.

PREPARING THE OUTSIDE OF YOUR HOME:

The most important thing you can do to protect your home is to protect the
openings where the wind can get in. Available options include hurricane
shutters (obtain DRB approval first!), plywood covering during the storm, etc.

Check your garage doors and consider installing braces on them.

Keep all windows completely closed during a storm.

Bring in any objects that can blow away, including garbage cans, lawn
furniture, garden tools, grills, plants, etc. Anchor objects that cannot be
brought inside.

Disconnect propane gas tanks and turn off the main gas line.

Turn off gas appliances at their individual shut-off valves inside your home, if
accessible. Do not turn them off at the outside meter.

Fill your vehicle’s gas tanks as soon as possible to avoid long lines and delays.
Keep a full tank of gas immediately before and following the storm because
gas may not be available in the area for several days (remember, pumps don’t
work when there is no electricity!).

Park any vehicles that are not evacuating with you in a garage or carport. If
this is not available, park your vehicle as close to the side of the house as
possible away from any trees that may fall.

Do not trim trees or shrubbery immediately before a storm, because the debris
will not be collected. This debris can become a flying obstacle during a storm
and be very dangerous during high winds.

Prepare your pool. Lower the water level of your swimming pool
approximately 6 inches to accommodate heavy rains but do not drain it
completely. Add extra chlorine to the pool and turn off electricity to the pool
equipment.

PREPARING THE INSIDE OF YOUR HOME:

If you choose not to evacuate or it is not a feasible option, you should prepare
the inside of your home in advance to ensure your quality of life in the days
following a hurricane. Be sure you have your supplies and that they are in a
secure location.

Choose a “Safe Room” where you will ride out the storm. Normally, this
would be a hallway, large interior closet or an interior bathroom with no
windows.

Equip your “safe room” with a battery-operated radio or TV and extra
batteries; chairs, sleeping bags or cushions; snacks and drinking water; towels;
games, cards, books; etc. A slow moving storm could mean a long wait.
Have a mattress ready to move into your safe room if advised to do so by
emergency personnel. You should only have to do this in an extremely severe
storm.

Turn off and unplug any unnecessary electrical equipment, especially sensitive
electronics BEFORE THE POWER GOES OUT. If the power goes out, turn off
the circuit breaker or remove fuses. You might want to leave on one circuit
breaker that operates a lamp, so that you will know when the power has been
restored.

If the electricity goes off, use only flashlights. Never use candles or kerosene
lamps during the storm.

Never cook during the storm. A gust of wind could spread a fire, and the fire
department would not be able to respond.

Tell stories, sing songs or play games to keep children calm.

Do not go outside during the storm, unless winds have calmed briefly and
protective repairs are absolutely necessary. The winds and rain may stop for a
few minutes to more than half an hour and then can suddenly pick back up
again from the opposite direction, possibly with greater force than before.

Turn your refrigerator & freezer to their coldest settings. Freeze water in
plastic jugs and use them to fill empty spaces in your refrigerator and freezer to
help keep food cool. Cover your refrigerator with blankets and secure them
with ropes to keep the coldness in. If you open the refrigerator only when
necessary and close it quickly, you can keep food cool for up to 2 days
without electricity.

Prepare a water supply for bathing and sanitary purposes by storing water in
the bathtub and other jugs and bottles. Seal the bathtub well by caulking
around the drain to keep the water from running out. Remember that this
water is NOT for drinking.

Place valuables and personal papers in a waterproof container or plastic
garbage bags and store them on the top shelf of a closet. Include voter
registration cards, passports, visas, and all important papers.

Take identification and insurance papers with you if you leave your home
(you should take a recent electric or other utility bill, voter registration card,
etc. with you to prove permanent residency and facilitate re-entry).

Fill clean, sanitary jugs with water for drinking. You will need a minimum of 7
gallons per person. Sterilize the jugs by putting a little chlorine bleach (plain,
no lemon) in some water, sloshing them around and rinsing thoroughly.

AFTER THE STORM HAS PASSED:

Stay tuned to the radio or TV and remain indoors until you hear the “all
clear”.

Stay away form ALL downed power lines. The line can still be “live” whether
the power is off in your neighborhood or not.

Do not use your telephone unless you have an emergency.

Do not call 911 except for life-threatening situations.

If your home has sustained structural damage, do not move back in until local
officials check it. The county has plans to certify buildings for safety before
habitation.

Do not allow children to walk around without shoes.

Avoid weakened bridges and washed out roads. Do not drive into flooded
areas.

Stay on firm ground. Moving water only 6 inches deep can sweep you off
your feet. Standing water may also be electrically charged from underground
or downed power lines.

Check gas, water and electrical lines and appliances for damage.

Avoid using candles and other open flames indoors. Use a flashlight to inspect
for damage.

Do not cut trees that are touching or even near power lines.

Do not pile debris near power or telephone poles or equipment. This will
delay service from being restored.

Do not call the police or utility companies immediately to report downed
power lines, broken gas or water mains or overturned gas tanks.

Utility companies will restore electric, gas, and water and/or telephone service
as quickly as possible. If service has been restored in your neighborhood and
you are still having trouble, call the utility company.

Remember that while emergency crews will begin clearing roads and effecting
repairs immediately after the storm, neighborhood streets have a lower
priority than major thoroughfares.

Don’t wait for the city or county to clear your streets. If possible, get ablebodied
neighbors together to clear a path for traffic and emergency vehicles.

Solid waste departments will collect trash as soon as possible. Priority is given
to household garbage, so separate it from other trash and debris. If you fail to
separate your garbage, you could create a health risk and attract rodents and
other animals.
DO NOT CONNECT A PORTABLE OR RV GENERATOR TO YOUR HOUSE
WIRING. THE POWER FROM THESE GENERATORS CAN ACTUALLY FLOW
OUT OF YOUR HOUSE AND RECHARGE THE LINES, CAUSING INJURY TO
POWER COMPANY AND TELEPHONE COMPANY EMPLOYEES. Generators should only be connected to electrical systems that have been properly
designed, equipped and inspected by the electric company or building
department.

Portable generators should be used only OUTSIDE of your home. Generators
emit carbon monoxide gas that is poisonous.

When using a generator, run a separate, heavy-duty properly grounded
extension cord from the generator directly to EACH of the electrical appliances
you want to power.

When using a generator, calculate the total power consumption (number of
watts) of all the appliances you intend to connect to be sure that you stay
within the load capacity of your generator. DO NOT OVERLOAD THE
GENERATOR.

Do not drink tap water immediately after a hurricane. Assume a boil water
order is in effect until you are informed it has been lifted.

If you did not store sufficient drinking water and must use water from the tap,
do the following: FIRST, strain the water through a paper towel or several
layers of thick cloth to remove dirt before purifying, or let the water settle in a
container for 24-hours so that solid particles will sink to the bottom; SECOND,
use one of the following methods to purify the water…(1) keep water boiling
at a rolling rate for 3-5 minutes, OR add 4 water purification tables per gallon,
OR add 12 drops of 2% tincture of iodine per gallon of water, OR add 8
drops of household bleach (without lemon or other additives) per gallon of
water.

It is important to take action immediately after the storm to safeguard your
home and prevent more damage from occurring. That is why it is important
to have all of the necessary supplies on hand.

Take pictures and make detailed lists & descriptions of all damages inside and
outside of your home.

If you do not have insurance, the Federal Emergency Management Agency
(FEMA) will set up disaster application centers within 2 weeks after the storm.

If you hire an individual or business to make repairs for you, check to make
sure that they have a current business license, are properly insured (including
liability & worker’s comp), and possess a permit authorizing them to do the
work. These safe guards will help to protect you from unsavory individuals or
businesses taking advantage of you.

SUPPLY CHECKLIST
You should have a 2-week supply of the following items in your “Hurricane Kit”. Be
sure to include supplies for each family member or any friends or relatives that will be staying with you. Make the kit portable so that you can TAKE IT WITH YOU!

Dear Homeowners,

Quick Updates:- The pool has been temporarily closed on June 21-23 due to an inoperable emergency because of service provider error. The service provider will be correcting this situation as soon as possible. Please be reassured that this closing was not due to the chemicals levels of the pool.

- The Transition Meeting has been rescheduled for July 21, 6:30pm at Oakbrook Middle School.

Educational Information:

At the upcoming meeting the Association will be holding an election to fill board members, so i wanted to provide a bit of information to anyone interested in running for a board position.

Running for the Board—Do I Have What it Takes?

If you’re considering running for the board, we ask that you take a few moments to ask yourself the following three questions:

Do I have the time?: As a board member, you will need to devote at least several hours of your time each month to association business. In addition to regular monthly board meetings, you will need to be active in email discussions and occasional special meetings. During special projects, you may need to spend a little extra time on association business. Some board members may also spend a little more time than others if they work with a committee

Can I make tough decisions when it’s required?: The primary role of the board is to conduct the business of the association. This doesn’t just mean approving the budget, but also developing and enforcing policies. Board members are required to step outside their immediate circle of family and neighbors and make decisions based on the greater good of the community.

Can I do all this and have fun, too?: It isn’t all about policies and tough decisions. Our community is only as good as we make it, and establishing and maintaining a sense of community is a part of a board member’s responsibility. Planning and attending functions such as our picnics and being a presence in the community are as important as any policy decisions you may make.

Being a board member can be frustrating at times, but it may also be one of the most rewarding ways you’ll find to volunteer your time. If you’re interested in running for the board or would like more details about board’s responsibilities, please contact the manager or a current board member.

Residents are reminded to be aware of door-to-door sales people, particularly “magazine sales”. Usually the concerns about these individuals are property / financial-crime related, but the possibility of a physical assault should not be ignored.

Tips:

1. Post a NO SOLICITING sign on your front door, and maybe another in the yard. (One at the front of the neighborhood is not enforceable)

2. DO NOT Open the door to ANY strangers

3. If someone claims to be from a utility or law enforcement, Request to see ID (through window) and look for an official vehicle.

4. If they are “selling” anything, know that it is perfectly fine to tell them you are not interested, to please leave.

5. If you are interested, request to see their Peddler’s Permit from the City of Charleston (again through the window - see info below).

Know that solicitors are probably breaking the law if they do any of these:

1) Knock IN SPITE of a NO SOLICITING sign

2) Do Not have a City Peddler’s Permit with them(and their company is to

have a Business Permit)

3) Tell you the magazine sale can be donated to be delivered to a charity

(like the Boys & Girls club, etc)

4) If they use ANY High Pressure or Intimidation or will not leave

What to do:

Call the police, give a description of the subject and

their direction of travel, so an officer can interview them. (Ask to speak to the officer so he can get more details). If they are operating within the law, you'll be advised. If not, they will be dealt with accordingly.

As we know there have been a few incidence recently of vandalism in our neighborhood. Please if you see any suspicious activities in the neighborhood call the local authorities.

I have made contact with the local authorities to set up some extra drive throughs. Thank you for taking pride and time in keeping our neighborhood beautiful and safe.

Food Donations

National Association of Letter Carriers Food Drive happens every year on Mother’s Day weekend. All of the food that is collected, last year it was 100,000 pounds, comes to the Low country Food Bank. It’s so easy, all people have to do is leave a bag of food at, in or by their mailbox and the letter carrier picks it up and brings it back to the local post office.

Cancellation Notice!

Dear Homeowners,

The 1st Tranquil Hill Homeowners Association Annual Meeting to be held on the 9th of March at Oakbrook Middle School has been cancelled. This meeting has been temporarily postponed and homeowners will be given proper notice of a future date. The reason for the cancellation is that the Charleston area has experienced heavy amounts of rainfall recently causing the completion of the Amenity Center construction to be continuously delayed. The developer can not properly transition this Association over to the Community until this is complete.

The Developer appreciates your understanding and apologizes for any inconveniences. They look forward to getting the Amenity Center complete and transitioning the Association over to its Members.

Dear Homeowners,

During these cold months it is important that all homeowners be aware of the outside plumbing associated with their irrigation systems. The back flows on these systems need to be insulated properly to prevent damages from freezing. The association over the past two years has tried to help by sending out letters and emails to remind homeowners that this is a personal responsibility, but we still are receiving calls about leaks. Educaitonal Tools

For some homeowners it is there first time living in a neighborhood that is apart of an association. If it is your first time or your fitth there are many things to learn about your association. What is the ARB? What are the Governing Documents, How is the budget made? There are many things to learn , so we are going to use this blog every week to educate the community. Today's blog I want to explain to you what Community Management Group does for you.

What does Community Management Group do?

With a few exceptions at some communities, your Manager serves to handle all daily operations of the Association. These responsibilities are divided into three major groups:

Financial: We work with the board to draft a zero-based budget for Board adjustment and approval. We employ a very strong Assessment collections process as refined from your recorded documents and Board policy. We disburse Association funds to vendors and utilities based upon the budget and under Board directives and policies.

Covenants Enforcement: We follow your Covenants, Board policy and reasonable interpretation to handle all aspects of Covenants enforcement and serve as a first and second line of dispute resolution should an owner take issue with a notice from the Association. Weekly site visits are made through each community and each property is compared at this time against a list of general and specific standards prepared and endorsed by your Board of Directors as drawn from your Covenants. Each community has slightly different policies concerning what is a violation, on the timeline for correction and for penalties for violations. each is addressed in accordance and some take time for owners to correct.
Most communities allow Community Management Group to conditionally waive an initial fine (but not late charges for those not timely paid) provided the violation has been cleared up and does not recur, or it may be reinstated and doubled. These requests may come to us by e-mail or letter. Most communities have a fine schedule after an initial notice is mailed of $25, $50, $100... and may eventually escalate to daily fines. In some cases, your Association may take legal action against non-compliant situations or may take other remedial action at owners expense, the cost of which may be assessed against your Association account and is collectible as Assessments.

Common Area Maintenance: Your Manager works with third-party, outside vendors for maintenance of all common areas, including ponds, pools, docks, amenity buildings, gates and other structures, plus all landscaped grounds. We set schedules for seasonal plantings and mulch and groundcover application. These are purely ongoing maintenance considerations. Your Manager cannot undertake enhancements to the existing amenities without specific Board approval. The Board needs to have BUDGETED for the enhancement as there are finite funds available for the Association operations. Special Assessments may be required for non-budgeted enhancements.

and select “pay assessments”. If you have not already setup your account, you will need your account number noted above for this option; or 3) Set up ACH for automatic draft of your payments. Please be aware if you opt for this method, the payments will only be debited for a twelve (12) month cycle. Please remember that all assessments are due by the first of the month and considered past due after the thirtieth of the month.
If you have your payments set up on ACH through Community Management Group, you need to be aware that any outstanding balance will be debited from your account.

Dear Homeowners,

The cold has recently found its way into Charleston and it looks as if it may hang around for a little while. I ran across some preventive measures published by the local authorities. Please review this educational information and remember to always be safe and vigilant.

Charleston neighborhood presidents, complex managers, residents and merchants,

With the long cold-snap we are predicted to have the next week or two, and through the winter, many people will feel a need to "warm-up" their car in the mornings. Some do it to make it more comfortable for children or themselves; some to get the ice off the windshield; some just to make the car run right.

We highly recommend against leaving a vehicle running and unattended, as this opens an opportunity for the car to be stolen, even in a "safe" neighborhood. On city streets it is unlawful to do it for more than a few minutes, just for this reason.

Who steals cars this way? Consider the middle school kids at the corner tired of waiting in the cold for their bus, or the worker who can't be late again to the jobsite, or the teen runaway looking for a way out, or any other number of scenarios, not to mention professional car thieves.

If you still decide to pre-heat your vehicle (again, we discourage this), please remember that you need to also take steps to keep it from being stolen.

Lock the doors, keep visual observation

Use a CLUB or similar steering-wheel lock (separate the keys)

Block the vehicle in with another car.

Maybe now is the time to clean out that garage and keep the car inside…

People also often feel a need to leave the car running to keep the heater on when they're "just running in for a second". These include school and day-care drop-offs, delivering or picking up take-out food or dry-cleaning, convenience store stops, etc. Cars are stolen this way constantly, occasionally with small children left inside.

Please TURN the CAR OFF, Lock It, and Take The Keys (AND your purse, ladies). The couple of minutes you turn the car off will not make I the car significantly colder. You'll save yourself the misery of waiting in the cold to file the stolen car report and everything else associated with having your car stolen.

A C-17 and a B-25 will fly at low levels over James Island, West Ashley and peninsula Charleston. Citizens shouldn’t be concerned about this event. - 4Th quarter assessments are due October, please make sure that if you have any billing questions to call us at Community Management Group.

- Parents please remind kids while waiting for the bus in the mornings to please stay out of the landscape bedding and not to hang on the entrance monument. Architectural Review Board:

Many homeowners still have many questions about the ARB, so i would like to give you a quick overview to how this process works.

"Your Declaration of Covenants requires that the Board uphold the restrictions contained within the documents. It is to the homeowner’s benefit to have rules in place in their Association. Rules are intended to establish and maintain a certain standard of aesthetics, which will enhance the property value. All exterior changes or additions to the property including pools and fences, as well as placement of sheds, and satellite dishes must be approved in advance by the Architectural Review Committee. Some communities call this the Architectural Review Board or the Design Review Board.
Some ARBs take as much as 30 days or longer to review applications. Some meetings are scheduled in advance and some ARBs simply take some time to review applications. Community Management Group generally can not expedite applications given over to your ARB, but we'll certainly not be a part of a delay.
For those that have a fee, your Board has determined that it is in the best interest of the community to collect this fee to cover the cost of administration or professional architect fees and to provide for unbiased, third party plan review. Minor modifications such as the installation of satellite dishes, roof replacement like-with-like, or minor landscape modifications do not generally require the payment of the ARB fee.”
Applications, fees, deposits, rules and guidelines are available on your individual Association web page. Community Management Group is the administrator for your ARB and coordinates applications. ONLY completed applications with all documentation, site plans, architect stamps, deposits and fees attached will be transmitted to the ARB for review. Incomplete applications will not be accepted into processing, but you will be contacted by phone or e-mail to provide the particular missing items."

Dear Homeowners,

With Hurricane season already in full swing this early I would like to continue to share Hurricane preparedness information. This week in part 2 of this education we will look at how to prepare the inside and outside of your homes.

PREPARING THE OUTSIDE OF YOUR HOME:

The most important thing you can do to protect your home is to protect the
openings where the wind can get in. Available options include hurricane
shutters (obtain DRB approval first!), plywood covering during the storm, etc.
Check your garage doors and consider installing braces on them.
Keep all windows completely closed during a storm.
Bring in any objects that can blow away, including garbage cans, lawn
furniture, garden tools, grills, plants, etc. Anchor objects that cannot be
brought inside.
Disconnect propane gas tanks and turn off the main gas line.
Turn off gas appliances at their individual shut-off valves inside your home, if
accessible. Do not turn them off at the outside meter.
Fill your vehicle’s gas tanks as soon as possible to avoid long lines and delays.
Keep a full tank of gas immediately before and following the storm because
gas may not be available in the area for several days (remember, pumps don’t
work when there is no electricity!).
Park any vehicles that are not evacuating with you in a garage or carport. If
this is not available, park your vehicle as close to the side of the house as
possible away from any trees that may fall.
Do not trim trees or shrubbery immediately before a storm, because the debris
will not be collected. This debris can become a flying obstacle during a storm
and be very dangerous during high winds.
Prepare your pool. Lower the water level of your swimming pool
approximately 6 inches to accommodate heavy rains but do not drain it
completely. Add extra chlorine to the pool and turn off electricity to the pool
equipment.

PREPARING THE INSIDE OF YOUR HOME:
If you choose not to evacuate or it is not a feasible option, you should prepare
the inside of your home in advance to ensure your quality of life in the days
following a hurricane. Be sure you have your supplies and that they are in a
secure location.
Choose a “Safe Room” where you will ride out the storm. Normally, this
would be a hallway, large interior closet or an interior bathroom with no
windows.
Equip your “safe room” with a battery-operated radio or TV and extra
batteries; chairs, sleeping bags or cushions; snacks and drinking water; towels;
games, cards, books; etc. A slow moving storm could mean a long wait.
Have a mattress ready to move into your safe room if advised to do so by
emergency personnel. You should only have to do this in an extremely severe
storm.
Turn off and unplug any unnecessary electrical equipment, especially sensitive
electronics BEFORE THE POWER GOES OUT. If the power goes out, turn off
the circuit breaker or remove fuses. You might want to leave on one circuit
breaker that operates a lamp, so that you will know when the power has been
restored.
If the electricity goes off, use only flashlights. Never use candles or kerosene
lamps during the storm.
Never cook during the storm. A gust of wind could spread a fire, and the fire
department would not be able to respond.
Tell stories, sing songs or play games to keep children calm.
Do not go outside during the storm, unless winds have calmed briefly and
protective repairs are absolutely necessary. The winds and rain may stop for a
few minutes to more than half an hour and then can suddenly pick back up
again from the opposite direction, possibly with greater force than before.
Turn your refrigerator & freezer to their coldest settings. Freeze water in
plastic jugs and use them to fill empty spaces in your refrigerator and freezer to
help keep food cool. Cover your refrigerator with blankets and secure them
with ropes to keep the coldness in. If you open the refrigerator only when
necessary and close it quickly, you can keep food cool for up to 2 days
without electricity.
Prepare a water supply for bathing and sanitary purposes by storing water in
the bathtub and other jugs and bottles. Seal the bathtub well by caulking
around the drain to keep the water from running out. Remember that this
water is NOT for drinking.
Place valuables and personal papers in a waterproof container or plastic
garbage bags and store them on the top shelf of a closet. Include voter
registration cards, passports, visas, and all important papers.
Take identification and insurance papers with you if you leave your home
(you should take a recent electric or other utility bill, voter registration card,
etc. with you to prove permanent residency and facilitate re-entry).

Fill clean, sanitary jugs with water for drinking. You will need a minimum of 7
gallons per person. Sterilize the jugs by putting a little chlorine bleach (plain,
no lemon) in some water, sloshing them around and rinsing thoroughly.

Dear Residents,It is that time of year when we need to prepare for the upcoming storm season. As you know weather can be very unpredictable here in the Low country, so it is very important to get a Hurricane plan in place. Over the next couple of weeks I will be sharing some important information in regards to Hurricane preparedness. This week we will focus on preparing a Hurricane Plan.

YOUR OUR HURRICANE PLAN:
Have a practice drill to determine what everyone’s responsibility will be.
Educate all family members in CPR and other first aid measures.
Teach children how to use a fire extinguisher and when & how to call 911 foremergency assistance.
Check all fire alarms, smoke alarms, etc. for proper operation.
Determine what the criteria will be as to whether you evacuate or stay in yourhome.
Know your evacuation routes and determine which route you will use shouldan evacuation order be issued.
Determine in advance your evacuation destination. If you will not be stayingwith a friend or family member, make hotel reservations at this location assoon as a “watch” is issued. Remember, that during an evacuation severaltowns may be evacuated at the same time and hotels will fill up quickly in allsurrounding areas. Reservations can be cancelled.
Make a decision about vehicles. If you have more than one vehicle and willnot be taking all of them with you determine where the other vehicles will beleft during the storm.
Make a decision about boats and other recreational vehicles.
If you have pets, determine whether they will evacuate with you or be placedin a shelter.
Have a list of phone numbers, such as family members, doctors, employers,insurance company’s, etc.
Make arrangements for extra cash on hand. Catalog all personal items NOW. Include description (brand name, modelnumber, age, purchase price, place of purchase, etc.) Take a picture ofeverything and make two copies of the pictures and lists. Keep one copy withyou and send the other to a relative or friend out of town. Never give theinsurance company the only copy.
Have a secure place for all valuables & documents that you will need to takewith you, such as birth certificates, property deeds, insurance policies, etc.
Determine an out-of-town person who can be a “point of contact” tocommunicate messages if communications are down for an extended period oftime.
Prepare and maintain a “Hurricane Kit” (a list of recommended supplies isincluded). It is recommended that you have approximately 7 gallons of waterfor each person and food supplies for a minimum of 2 weeks.
Check all flashlights, battery operated radios & TVs, and other supplies in your“Hurricane Kit” for proper operation.
Evaluate your home to determine if you can make improvements that willprovide better protection. If you have an older home, getting a professionalopinion about updated building codes, etc. may be helpful in determiningbeneficial improvements.Community Management Group Hurricane Planning TipsPage 4 of 11
You should also review your insurance policy, with your agent, to determine ifyou need to make any coverage changes. Be sure to ask questions aboutcoverage for updated building codes, demolition coverage for an undamagedportion of your home, flood coverage, understand your coverage anddeductibles, clarify any exclusions, verify that in the event of a complete lossyou will have the coverage you need to re-build, ask what you will need toprove a claim, find out what their procedures are relative to immediateprotection of the home following a loss, ask who to contact immediatelyfollowing the storm and get phone numbers, how long you may expect towait for an adjuster, how contact will be made in the event that allcommunications are lost for a period of time, and any other questions thatyou can think of. Preparing now will make the claims process much easier andless stressful for everyone.
Obtain and prepare plywood, plastic, shutters or other protective provisionfor windows & doors. Install and inspect the covering in advance of anemergency to insure proper fit.

Alligators:

GatorsThe Department of Natural Resources no longer is involved in alligators except to issue permits to HOAs. There is no “move” or “relocate”. They simply authorize the HOA to have them destroyed. your HOA would then hire a licensed company who does that as quietly as possible…

Alligators are only a hazard to people and pets when they lost their natural fear of humans after being fed by humans – often by workmen and kids. Alligators LOVE marshmallows, food wrappers and lunch scraps...
As one recent example, we had a report from a concerned owner who reported an aggressive animal to us seen through binoculars sunning on the pond bank. Clearly this animal was not up in her yard at the time nor exhibiting aggressive behavior. some ponds in some communities are owned by the City or under management of an adjacent golf course. We have been told time and again that alligators are valued by the golf course as it scares geese off the course and the green.
The licensed “trapper” that the Association uses will approach the animal to determine from much experience whether it exhibits signs of having been fed or otherwise accustomed to humans and represents an unusual danger. There are perhaps thousands in the area and they do move around, primarily over ground, though there is a frequent (and incorrect) assumption that they move through storm culverts. On the contrary, they do not often enter them because they cannot turn around nor move well backwards.
We have seen that shortly after removal, another animal will move into a vacant pond. They were here for millions of years before people and most locals have a certain sentiment for them… When owners call with similar encounters or concerns we ask that they carefully consider whether this animal was really stalking a pet (or whatever the concern) and represents an unusual threat for being acclimated to humans as a source of food, or was just “walking around” or sunning before they call for its head. If you feel that a particular animal is a threat worthy of destruction, please let us know and we’ll elevate the request for removal to the golf course management/ownership or Association Board and we will move quickly.

Association Update:

*Amenity Center: Word from Lennar is that the construction is going break ground over the next few days.

* Summer Time: Summer is here and it is time to hang out outside. It is nice to have BBQs, let the kids run around in the yard, and walk the dogs. It is time to enjoy the weather and relax. I would like to remind you that while we enjoy are summer please still keep in mind to be considerate to your neighbors. Please pick up after your kids and animals, and if you are having company please make sure that you are aware of your neighbors feelings. Maybe cut the music down a little and stop at an appropriate hour. Summertime is fun time, so let make sure we all enjoy it.

Thank you one and all for your very positive feedback to me following our recent meetings. I took away a lot of information and have made efforts to address any open concerns.

The insurance matter is still a work in progress and we hope to have a decision of the Board of Directors very soon.

I am pleased to note that we have re-negotiated costs and services wiht the current landscaper and hope soon to be able to pass along cost reductions - perhaps by the July Assessment billing.

Those of you at the meetings were made aware that Lennar has submitted an application to DHEC for construction of the pool amenity. Assessmens will have to be adjusted in July to cover the substantial cost of operating the pool, based on the 99 units planned for Tranquil Hill. Should the developers of the adjacent undeveloped lots choose at some point to join the Association it is anticipated that they will pay the developer their share of the amenity construction costs...but to the benefit of the 99 Lennar buyers, the increased number of lots will mean lower Association Assessments for everyone.
